On August 25, the Department of Transport said it was continuing to propagate and announce the policy of the City People's Committee on regulating passenger vans with more than 30 seats and trucks entering the city center in Official Dispatch No. 4554/UBND-SGTVT dated July 5, 2019 and Official Dispatch No. 4883/UBND-SGTVT dated July 19, 2019.

Accordingly, the restricted area includes sections and routes within the perimeter routes: Nguyen Tat Thanh - Ly Thai Tong - Hoang Thi Loan - Dien Bien Phu - Nguyen Tri Phuong - Nguyen Huu Tho - Xo Viet Nghe Tinh - 2 Thang 9 - Bach Dang - 3 Thang 2 - Nguyen Tat Thanh.

For passenger vehicles with more than 30 seats: prohibited from 10:30 to 12:00 and from 16:30 to 19:00 in the restricted area. The perimeter routes are allowed to circulate. For trucks over 2.5 tons: prohibited from 6:00 to 22:00 in the restricted area; traffic is allowed at night from 10:00 p.m. to 6:00 a.m. the following morning on the following routes: Dong Da, Tran Cao Van, Quang Trung (from Dong Da to Tran Cao Van), Ton That Dam, Ha Huy Tap, Ha Khe, Duy Tan, Tran Thi Ly, Le Thanh Nghi (from Cach Mang Thang Tam to 30 Thang 4), 30 Thang 4 (from Le Thanh Nghi to Nguyen Huu Tho).

The surrounding routes are allowed to circulate according to the current traffic signs. For trucks under 2.5 tons: no traffic from 6:30 a.m. to 8:30 a.m.; from 11:00 a.m. to 12:00 p.m. and from 4:00 p.m. to 7:00 p.m. in restricted areas. The surrounding routes are allowed to circulate.

The time to start penalizing violations is from September 1, 2019.

* The City People's Committee has just sent a document to the City Police, the Department of Transport, the Department of Tourism and the People's Committee of Hai Chau District regarding the stopping of passenger vans with more than 30 seats on Bach Dang Street to pick up and drop off passengers. Accordingly, the City People's Committee assigned the Department of Tourism to work with and request Tourism Associations, Travel Associations, Tourism Transport Associations, Tour Guide Associations, and travel agencies to commit to and strictly implement the policy of stopping passenger vans with more than 30 seats to pick up and drop off passengers on Bach Dang Street, the area opposite Han Market, with a stopping time of no more than 5 minutes; at the same time, preside over and coordinate with associations, unions, travel agencies, traffic police, and traffic inspectors to regulate and arrange for the stopping position of passenger vans with more than 30 seats on Bach Dang Street to be stable and orderly. The Department of Tourism is assigned to install cameras at the above mentioned stop area and organize the management and operation of cameras to monitor the stopping of passenger vans with more than 30 seats to pick up and drop off passengers, promptly remind and discipline travel agencies to comply, and at the same time provide information to the authorities to handle violations according to regulations.

The City Police, the Department of Transport and the People's Committee of Hai Chau District directed the Traffic Police and Traffic Inspectorate forces to strengthen inspection and handle violations according to the above policy.
